2021年7月,卫河流域发生1963年以来最大洪水,先后启用8个蓄滞洪区分洪,启用的蓄滞洪区大部分采用临时扒口分洪方式,扒口后口门宽度难以控制,导致蓄滞洪区淹没面积无法合理控制。为增加蓄滞洪区调度灵活性、分洪可控性,便于分洪时灵活调度,最大限度地减少滞洪区的淹没损失,提出将原批复的白寺坡分洪堰、长虹渠分洪堰均调整为分洪堰、分洪闸组合的型式。设计变更批复后,卫河建管局及时开展工程合同价款调整、补充合同签订工作,保障了工程建设的顺利实施。
Abstract:In July 2021,the Weihe River Basin experienced its most severe flood since 1963,leading to the activation of eight retarding basins for flood diversion. Most of these basins relied on temporary breach diversion methods,where the width of the breach became difficult to control after excavation. This resulted in unmanageable inundation areas within the retarding basins. To enhance the operational flexibility and controllability of flood diversion in retarding basins,minimize inundation losses,and enable adaptive scheduling during flood events,it was proposed to modify the originally approved spillways of the Baisipo and Changhongqu retarding basins. The modifications involved replacing the standalone spillways with a combined system integrating spillways and floodgates. Following the approval of the design revisions,the Weihe River Construction Management Bureau promptly adjusted the engineering contract terms and finalized supplementary agreements to ensure the smooth implementation of the project.
